Olmsted County Partners with TipCo to Transform Human Services Delivery

TipCo + Olmstead County Family Support & Assistance Partnership

TipCo is excited to announce a new partnership with Olmsted County Family Support & Assistance to implement EVA across the department—including Medicaid, SNAP, Cash Assistance, Childcare, and Child Support programs. 


“Our clients’ need to connect with us extends beyond the phone bank staffing Monday through Friday 8 a.m. to 5 p.m. The cost of adding even one hour to this availability is significant,” shared Meridee Braun, Director of Olmsted County Family Support & Assistance. “With EVA, we are able to provide access to answers 24/7/365—when our clients need it most and not just when we are available.” 


Every day, Olmsted County fields hundreds of calls from residents seeking help. With EVA, they’ll be able to provide support for first-tier questions, guidance through eligibility applications, access to forms, and real-time language translation. For staff, EVA centralizes resources, streamlines navigation across outdated systems, and reduces time spent on routine tasks, adding capacity for more complex, high-impact work.  


EVA will also integrate with the county’s learning management system and help staff interpret hundreds of state-issued bulletins—delivering clear, accurate guidance and boosting confidence in service delivery. 


Olmsted County chose to implement an AI-powered solution because they simply couldn’t wait any longer as the need for advanced technology to support local efforts was already long overdue. Their staff and residents spend too much time navigating outdated eligibility systems, and the need for new tools to bridge those gaps became increasingly apparent. By introducing AI, the agency can reduce the strain on workers, make it easier for residents to get timely and accurate information, and free up capacity to focus on complex cases where human expertise is essential.  


“This isn’t just about efficiency, it’s about equity and access,” stated Dan Jensen, Associate Director of Family Support & Assistance. “Residents deserve clear answers and a straightforward path through public assistance programs, and staff deserve tools that make their jobs manageable in a world of growing demands.” 


Olmsted County selected EVA for its thoughtful “crawl, walk, run” implementation model as well as TipCo’s extensive experience in human services, understanding of the work, and shared vision. Together, TipCo and Olmsted County are focused on close collaboration, sharing lessons learned, and innovation without losing sight of the responsibility to the community.
